The bird is a Great White Egret, a large wading bird. The photo was taken in Central Florida. And the green? This is part of the mating “outfit”. Early in the year, when mating season for these birds starts here in Florida, the area around the bill turns from yellow to green, and the tailfeathers (the single strands, you see on the back are becoming more visible, and are used for the mating display.
